The World Assembly for Particle Technology

Structure and Membership

Member Organizations of the World Assembly are national or regional organizations that represent technical professionals in the field of particle technology. About 6 months before the World Congress each Member Organization should appoint a Delegate to represent it at the Regional Standing Committee and at the World Assembly (both of which meet during the World Congress).

The President is the person who chaired the Organizing Committee for the last World Congress. The Vice President is the chairman of the Organizing Committee for the upcoming (next) World Congress. (Thus at the end of each World Congress the Vice President moves up to become President.) The Secretary is a person appointed by the Regional Standing Committee of the Region that hosted the second-last World Congress -- this is, from the Region that does not include the President or Vice President.

NOTE 1: The President, Vice President, and Secretary of the World Assembly are Delegates ex officio (as a consequence of holding office). They may not be designated as the Delegate of any Member Organization.

NOTE 2: A Member Organization may at any time change the person who is designated as its Delegate. The Member Organization must appoint a new Delegate if a Delegate retires or changes employers or Regions between meetings of the World Assembly or cannot attend the next World Congress.

NOTE 3: Individuals who are not Delegates may participate in the activities of the Regions and of the World Assembly, but only Delegates who represent Member Organizations may vote during the business meetings of a Regional Standing Committee or of the World Assembly.

Early in each World Congress there will be a Meeting of the Regional Standing Committee at which Delegates of the Member Organizations in that Region will
-- decide if the list of Member Organizations in this Region should remain the same or be changed for the next four years.
-- make plans for the next World Congress that will be held in this Region. This location rotates among the three geographic Regions as follows:

  • Region A (Europe and Africa) if (year-1998)/12 = an integer
  • Region B (Asia and Australia) if (year-1990)/12 = an integer
  • Region C (the Americas) if (year-1994)/12 = an integer
Near the end of each World Congress there will be a meeting of the Delegates to the World Assembly to
-- review and approve the proposed site and leadership of the next World Congress
-- welcome the new slate of officers [as designated by the Constitution
    based on chairing the past and future World Congresses].
Between meetings of the World Assembly these officers will manage the affairs of the World Assembly.

Schedule for Developing a World Congress

8.5 years before the proposed World Congress
(six months before the second preceeding Congress)
the prospective Host Organization(s) must submit an outline proposal of the World Congress to the President of the World Assembly [per Constitution 6.2]. The six months allows time for the President to distribute the proposal to the Delegates and for them to consider it before the World Assembly meets for a vote on the proposal [per Constitution 5.1].
4.5 years before the World Congress
(six months before the immediately preceeding Congress)
the prospective Host Organization(s) must select a World Congress Chair and submit a detailed proposal of the World Congress to the President of the World Assembly [per Constitution 6.3]. The six months allows time for the President to distribute the proposal to the Delegates and for them to consider it before the World Assembly meets for a vote on the proposal [per Constitution 5.2].
4.0 years before the World Congress
(at the end of the immediately preceeding World Congress)
-- the Vice President of the World Assembly becomes the President [per Constitution 4.2]
-- the new President appoints an International Advisory Board for the next World Congress [per Constitution 8.1 and 8.2]
-- the Chair of the next World Congress Organizing Committee becomes the Vice President of the World Assembly [per Constitution 4.4]
-- a Secretary for the World Assembly is nominated by the "Standing Committee" of Delegates for the Region that is not providing the President or the Vice President.

Responsibilities for Planning a World Congress

The Chair of the Congress Organizing Committee will (with input from the Regional Standing Committee)
-- identify and describe the aims and objectives of the Congress
-- select a venue and date for the meeting
-- recruit a Congress Organizing Committee

The Congress Organizing Committee will
-- develop a plan for marketing and publicity
-- develop a plan for an exposition, sponsors, and financing
-- develop and secure speakers for plenary and other special sessions
-- identify and recruit a Technical Program Committee
-- review the progress of the Technical Program Committee

The Technical Program Committee will
-- identify (with input from the International Advisory Board)
      several major themes for program tracks
-- secure track chairs (and co-chairs or vice chairs)
-- identify (with input from the track chairs)
      prospective session topics and chairs
-- secure session chairs (and co-chairs or vice chairs)
-- help develop and publicize the Call for Papers
-- manage the abstract submission, evaluation, and assignment process
-- inform authors of the assignment of papers and extended abstract submission
-- manage session scheduling and extended abstract submissions
-- inform authors and chairs of the schedule and registration details
